Yes. You need a new cable, housing, end caps and basic tools. Make sure the cable runs smoothly and has the right tension.
Not always. The length and diameter must fit your frame and brake type, for example a U-Brake setup. Pre lubricated housing can make the brake feel smoother.
Keep them clean and dry. If the cable feels stiff, add a small amount of PTFE lubricant unless your housing came pre lubricated.
