Yes, but you need a shim to reduce the internal diameter. IHC is designed for 31.8 mm standard bars, and a shim lets you fit 34.9 mm oversized bars.
6061-T6 aluminum is lighter and ideal for park riding and fast-rotation tricks, while 4130 Cr-Mo steel is heavier but stronger and preferred for street riding.
Yes, if the manufacturer allows it. After shortening, you must cut a new slit so the IHC compression system can work correctly.
